UK Local Authorities Plan to Sell Off Community Hubs and Leisure Facilities to Balance Books

Based on a new survey of municipal councils, English councils are preparing to offload community centers, sports centres, and shopping arcades as they rely on a fire sale of properties to stabilize finances.

Growing Fiscal Pressures Prompt Asset Sales

The Key Cities Group for major urban areas in the UK reported that 60% of councils are intending to sell assets to cover the rising costs of social services for vulnerable individuals.

Local governments have in the past faced criticism for disposing of public land and open spaces to shore up their budgets, but they argue they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

This coalition noted that a high proportion of authorities attempting to raise money from a quick sale of holdings marked “a clear change from 2024, when the majority (60%) of municipal officials stated they would focus on restructuring services and utilising savings to manage growing financial challenges.”

Specific Cases of Proposed Sales

Medway Council in Kent said its asset disposal plan included the disposal of a retail complex in a local town and a community venue in Rochester to generate 20 million pounds over five years.

  • A local golf course and commercial properties owned in two English counties, which all generate rent for the authority, will also be sold under the plan.

Local Levy Increases and Broader Fiscal Strains

This research of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of councils will have to increase council taxes next April to address the growing cost of core provisions, increased rates of homelessness, and a longstanding accommodation deficit.

The authority explained it will press ahead with property disposals after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but some of these take time to achieve both better provisions and cost efficiency,” said Vince Maple.

He added: “We face population challenges which will continue to increase the strains we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

Countrywide Patterns and Forecasts

A survey of regional authorities recently further found council budgets being strained by the increasing figures of children and adults requiring special educational assistance.

The County Councils Network projected that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they grapple to cope with increased demand.

Ministers have put off scheduled changes to the Send system until the coming year after a white paper outlining those changes has been postponed.

Disadvantage and Funding Shortfalls

Based on the latest deprivation measures (IMD) for English councils, many key cities members were included in the most disadvantaged in England.

  • “Participating urban centers like several major towns rank in the top 30 across the country under the 2025 deprivation indices,” said the report.

“While only a single urban area is among the top 10 for disadvantaged communities countrywide, urban areas are far more likely to be in the worst-off 20% of England. The data underscores the extent of challenges confronting municipal officials across major urban centers in the next twelve months,” the report concluded.

“Local government leaders have been clear about the necessity for a fair and sustainable funding system that accounts for and addresses the real levels of disadvantage and need,” stated a council leader.

“Without this, local authorities will persist to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the detriment of their residents.”

A fifth of councils have cut or compromised care services in the last year, the study found.
